    Thank you, Sharon. honorable morning, everyone, and welcome to Radware's Third Quarter 2018 Earnings Conference Call. Joining me today are Roy Zisapel, President and Chief Executive Officer, and Doron Abramovitch, Chief fiscal Officer. A copy of today's press release and fiscal statements, as well as the investor kit for the third quarter, are available in the Investor Relations section of their website.

    Thank you, Anat, and honorable morning, everyone. They reported today another solid quarter with continued revenue growth and a marked extend in profitability. They are on track to achieve their target and Have stalwart self-confidence in their capacity to deliver increased operating leverage, as reflected in Q3 results. Revenues for the third quarter were $58.8 million, at the tall conclude of their expectations and up 11% year over year. Revenues from the Americas were at the same level as last year and accounted for 45% of total revenues. Revenues from EMEA were up 28% year over year and represented 30% of total revenues, and revenues from Asia/Pacific were up 14% and represented 25% of the total.

    Once again, the quarterly fluctuations in revenue recognition affected the geographic trends, and they therefore believe that the nine-month revenue growth gives a better indication of the original trends. For the first three quarters of 2018, revenues from the Americas were up 8% year over year, revenues from EMEA were up 27%, and revenues from Asia/Pacific were up 2% year over year. Revenues from the Enterprise vertical represented 68% of total revenues and increased 26% from Q3 last year, and revenues from the Service Providers vertical decreased 12% from last year. Cloud subscriptions continue to be the fastest-growing ilk of revenues. Recurring revenues that involve subscription and champion represented over 60% of total Q3 and nine-month revenues, up from approximately 56% in full-year 2017.

    I will debate now expenses and profit, complete in non-GAAP terms. Non-GAAP raw margin for the third quarter was 83% compared with 82.1% last year, exceeding their guidance thanks to a favorable product mix. Their non-GAAP operating expenses were $42.4 million, at the same level they were in Q3 2017 and below their guidance. moderate extend in salaries and related expenses and in marketing expenses were offset by a modest benefit from a stronger U.S. dollar compared to last year. Headcount at the conclude of September was 970, almost at the same level in the last three years.

    Our non-GAAP operating profit in Q3 2018 was approximately $6.3 million, representing a 10.7% margin and up from a 2.1% in Q3 2017. Non-GAAP tax rate for this quarter was approximately 14%. Non-GAAP net income was $7.1 million or $0.15 per partake diluted, well above their guidance for the $0.10-0.11 per partake and up from net income of $1.8 million or $0.04 per partake diluted in Q3 2017. The stalwart non-GAAP EPS were driven largely by trends in revenue and raw margin, expense discipline, and stable headcount.

    Turning to cash flow and equilibrium sheet, they ended the third quarter with approximately $382 million in cash and fiscal investments, up from $367 million last quarter. They generated close to $9 million of operating cash flow in Q3. They ended the quarter with total deferred revenues equilibrium of approximately $151 million, up 8% from September 2017 and below their expectations, mostly because of timing of booking and invoicing. October bookings were very strong, and as a result, they believe they are wager with their daily traffic model for Q4 and for the replete year.

    Now to their outlook for the fourth quarter of 2018. They await Q4 '18 revenues to be between $62-64 million, non-GAAP raw margin to be approximately 82-82.5%, and non-GAAP operating expenses to be between $44-45 million. They await tax rate to be approximately 14%. Non-GAAP EPS for Q4 is therefore expected to be between $0.16-0.18. I will now swirl the convene over to Roy.

    Roy Zisapel -- President and Chief Executive Officer

    Thank you, Doron. Today, they are pleased to report double-digit revenue growth, increased profitability, and solid cash generation. Market conditions are favorable. However, they did undergo delays on a few cloud and subscription deals that they expected to close in the third quarter and ended up closing in October. As a result, they had exceptionally stalwart bookings in October, and they therefore await a stalwart fourth quarter.

    Our focus on availability and security solutions for the private, hybrid, and public cloud addresses their customer needs, and they are well-positioned to be able to address their concerns as they embrace and utilize cloud services. Their offering not only provides broad protection alongside full-solution management services, but moreover excels in adaptability to various deployment environments and provides flexibility that is particularly faultfinding in periods of transition and expansion. For example, one of their customers, a global SD1 provider who has been experiencing rapid growth, was looking to expand its storm mitigation architecture quickly. As a result, they've decided to evolve from on-network DDoS protection and multiple nodes to a global cloud DDoS protection across tens of locations. This was one of their largest deals in the third quarter in total and a very significant addition to their subscription bookings.

    Another aspect of the cloud transition is the strength we're seeing in infrastructure-as-a-service, platform-as-a-service, and software-as-a-service providers. It is vital for such customers to protect the shared infrastructure they are using. In order to provide cloud services to thousands of customers, they must ensure that an storm on one customer will not move complete the others. Just to give you some perspective on the scope and scale of these security challenges, one of their customers, a leading infrastructure-as-a-service company, shared with us recently that their appliances blocked more than half a million DDoS attacks over a two-month period, which is six attacks per minute. They Have seen much success with this profile of customers over the past couple of years and some of the leading players in this vertical increasing their reliance on their solutions. In the third quarter, they received seven-digit expansion orders from three such customers, including the win they announced a few weeks ago.

    We continue to invest in their portfolio of cloud and security solutions, and just last month, they announced a novel capability for their cloud WAF named application analytics. Expanding their management and visibility plane in their full-layer solution strategy, this capability enables rapid and effectual response to security events. It does so by applying advanced machine learning and expansive data algorithms to detect recurring patterns within log data and converting them into actionable user activities, providing visibility, precision, and control over security events. The cloud environment creates novel security challenges. They will continue to leverage their advanced algorithms and machine learning cloud-native analytics to interlard more solutions for this environment and await to expand their offering in the coming quarter with novel cloud security solutions.

    Increasing their market footprint is a top priority, and they strongly believe that third-party relationships are key to delivering growth that is beyond the attain and bandwidth of their direct sales constrain and traditional channels. Specifically, their relationship with Cisco continues to develop, and they survey growth in bookings and increased pipeline as well as stronger engagement, which is now more geographically diverse than it was a quarter or two ago. This is partially thanks to their deeper involvement in activities such as account mapping, customer meeting, pipeline follow-up and so on.

    Just recently, Cisco was named the leader in 2018 Gartner Magic Quadrant for enterprise network firewalls. Gartner lists the DDoS mitigation capabilities provided by Radware as one of Cisco's firewall strengths and a competitive differentiator. This was incremental in getting Cisco very excited about the Radware partnership. Let me remind you that as of the second quarter, Cisco added their cloud solutions to its reselling portfolio, and indeed, the current pipeline reflects the diversity of the Radware offerings. They continue to be very optimistic about the prospects of this partnership in the long run.

    In summary, they are pleased with the solid top-line performance and stalwart improvement in profitability. They are on track to close 2018 on a very positive note. Their unique and evolving solution portfolios strongly position us to benefit from the key long-term trends such as the continued shift of applications to the cloud and the ever-evolving security sets. We're making consistent progress on complete aspects of their strategy to ensure their success in the long term. And with that, I will now open the convene for mp;A.

    Hi, guys. Congrats on honorable quarter. Roy, maybe you can just drill down on the retard in the cloud deals. Is there any common denominator here? Is this something of concern, or is it just negotiations took a cramped bit longer than planned?

    Roy Zisapel -- President and Chief Executive Officer

    I mediate we're now engaged in larger deals on the cloud front and moreover in the subscription front on multi-year, multimillion subscription deals, and in these deals, we're seeing a more prolonged negotiation, not only around the contract, but across the SLA of the cloud, and so on. In addition, as they fade deeper into the security and becoming more and more strategic to their customers, we've seen a couple of deals when they did a cyber risk assessment on us as a company, and so on. So, I don't mediate there's something out of the ordinary. They will sharpen their execution on that front. We've added, for example, lawyers in Radware, and as I said, we've closed complete the majority of these deals already in October, and they feel very honorable on that angle.

    Ittai Kidron -- Oppenheimer and Company -- Managing Director

    Got it. Well, maybe reflecting on this, as I survey at your OpEx, clearly, you guys Have done a grotesque job in keeping OpEx in check, but your R&D expenses Have really been flat for almost two years now, no improvement or extend there. Your sales and marketing moreover -- pretty much almost no year-over-year growth in it. accomplish you mediate you're running too light from an operating structure? accomplish you mediate you've got the bodies that you requisite to maintain up with the innovation, to maintain up with the increased opportunities? Is this not a time to -- as you mediate about into the '19 term -- to start hiring again and beefing up your organization?

    Roy Zisapel -- President and Chief Executive Officer

    At the tall level, they agree. They are increasing their sales and marketing in select regions, select verticals, select strategic partners. They definitely Have a lot more customers and potential large deals to travail on. I'm expecting some addition to R&D. They feel very honorable about the innovation track record and getting that partake of their traffic more efficient, and in G&A, they feel honorable complete in complete about their level of expense. So, they are increasing sales and marketing along with revenues and making certain that there's leverage in the business, dote I mediate we've shown this year, but I disagree with you. It's time to add more and grow more.

    Ittai Kidron -- Oppenheimer and Company -- Managing Director

    Got it. And then, lastly for me, on the service provider side, I guess third quarter in a row of year-over-year declines there. I know this traffic can be lumpy, but is there anything in there that gives you concern, and can you serve us better understand the patterns that are in that business?

    Roy Zisapel -- President and Chief Executive Officer

    I mediate it's lumpy. I don't mediate they are losing share. I believe some of the large deals moreover Have some revenue recognition clauses attached to it. And, in general, if you survey on the company, complete the cloud services and the subscriptions -- as we've discussed in the last several quarters -- are targeting the enterprise market. So, initially, everyone was concerned with the enterprise growth, and they said, "Just wait. You'll survey that through the subscription." The carriers are more copex deals, lumpy. They don't read any much to it, and their focus is really growing the cloud and security business, which is predominantly enterprise, and as I've mentioned, SaaS providers, infrastructure-as-a-service providers, and so on.

    Thank you. I had a question about the remark you made about deferred revenue growth and closing that number. Are you implying that the deferred revenue would Have been around 15% growth in the quarter and the deals had closed? And, they can mediate about what the 3Q revenue beat would Have been had those deals closed, or should they not mediate about it that way?

    Doron Abramovitch -- Chief fiscal Officer

    Hi, Joe. So, as you know, they review the trends year over year. This is what they are doing and this is what they reflect in the business. Overall, this quarter, they had 8% year-over-year growth, which is a bit lower than what they expected because of the trends, but Roy mentioned that there were a couple of nice deals that they already won in October that obviously would Have changed the trend and fade to what they planned to see. So, overall, as I said, October booking was very strong, and they will survey in the conclude of the year if things will be as they expect, that the growth foundation of the deferred revenue will be higher than revenues.

    Joseph Wolf -- Barclays Capital -- Managing Director

    And, I guess just as a follow-on, Roy mentioned in his reply to some of that push-out as you're referring to larger deals with some of your customers and they select longer to close -- does that intend that the deals that were closed are, on average, larger than the deals you closed earlier in the year?

    Doron Abramovitch -- Chief fiscal Officer

    No, not necessarily. I mediate that Roy implied that it's not as nice as they want, but it's not something especially -- it's a common deal that they had. It's not something very unique.

    Joseph Wolf -- Barclays Capital -- Managing Director

    And then, finally, as a follow-up to the prior question or one of your answers with the split of Enterprise versus Services -- if I understand this now, are most of your solutions that are going to the cloud customer-driven, or accomplish you moreover Have cloud providers that are using your solutions across their customer base? Can you record some of the different -- whether there are instances of both, and if you sold directly to the cloud provider who offers it across his customer base, would that be a Service Provider sale or would that be an Enterprise sale?

    Roy Zisapel -- President and Chief Executive Officer

    In general, they accomplish sell both, meaning they Have customers that are infrastructure-as-a-service customers that deploy their systems and will provide the service. Those will soundless be classified under Carrier and Service Providers. However, software-as-a-service are being classified under Enterprise for us, and even if they employ that as partake of protecting their application because they're not selling the security service per se, unlike the infrastructure-as-a-service players. And then, as I've mentioned in my previous answer, the vast majority of their cloud service traffic -- meaning when we're selling a cloud service by itself -- that goes to Enterprise through regular resellers or OEM partners, and so on.

    Joseph Wolf -- Barclays Capital -- Managing Director

    Okay. So, would your merge of 68% Enterprise then be higher in the cloud?

    Roy Zisapel -- President and Chief Executive Officer

    Of course. Cloud -- when they sell cloud services, absolutely. The majority goes to Enterprise.

    Hi, guys. Thanks very much. I guess I wanted to demand about the raw margin performance this quarter. You guys Have been really locked in historically at this sort of low 82% range, and it's not a massive jump-up. I trap it. But, I guess I'm just inquisitive about the favorable product merge that drove that improvement. Was that more Cisco OEM revenue, was that an increased merge of SSL-based defense pro hardware? Can you just inform us what was going on there?

    Roy Zisapel -- President and Chief Executive Officer

    At the tall level, I mediate there's three main drivers. 1). The more they recognize from Cisco, yes, raw margins are going up, 2). The more they sell cloud services on top of the same size of infrastructure, their raw margin is going up, and 3). The more subscriptions they sell -- product subscriptions, feeds, et cetera -- those watch to be, obviously, very tall raw margins for us. So, when Doron mentioned favorite mix, those are the parameters.

    George Notter -- Jefferies and Company -- Managing Director

    Got it. Is it dispassionate to whine that those trends should likely continue going forward and that raw margin line should continue to drift up? Is that a possibility?

    Doron Abramovitch -- Chief fiscal Officer

    Yeah, George. As Roy said, if they will continue with the trend of these three stalwart elements, then yes, but for the next few quarters, they are a bit more cautious because there are other aspects, such as the region aspect and other things in terms of the cloud infrastructure, so I would give the 82-83% in the next few quarters.

    George Notter -- Jefferies and Company -- Managing Director

    Got it, OK. And then, I moreover wanted to demand about -- you guys Have talked in the past about a novel OEM relationship that you hope to proclaim this year. I'd just be inquisitive about where you are in terms of developing that relationship and when you might proclaim it.

    Roy Zisapel -- President and Chief Executive Officer

    So, we've executed it and it's already in execution. They rely on the public announcement on their partner, and hopefully they would accomplish it this quarter. It should be aligned with their product introductions. But, we've done their partake and we've started to recognize some revenues from that deal.

    George Notter -- Jefferies and Company -- Managing Director

    Got it. Super. Okay. And then, last thing -- if I fade back about a year, you guys announced a novel DefensePro hardware that supported SSL, and I know that novel hardware came in at significantly higher price points. I guess I was just trying to understand what benevolent of merge shift you're seeing from the older DefensePro platform to the newer DefensePro platform. Is that merge shift really happening?

    Roy Zisapel -- President and Chief Executive Officer

    Yes, you're absolutely right. The novel DefensePro hardware has two flavors, one with the integrated SSL capability and one without. They are seeing -- especially in Enterprise online SaaS providers -- stalwart takeout of this platform for obvious reasons. Their traffic is encrypted and they requisite to protect it. In the Carrier market, other segments where they're unable in any case to open the encrypted traffic of their customers, they're sticking to the regular flavors. Obviously, when they select the SSL-based platforms, their revenues are higher and their raw margin is improving, but there's a split that depends on the customer vertical, on the appetite to select it or not.

    Alex Henderson -- Needham and Company -- Managing Director

    Thanks. So, there's been a lot of movement in the WAF and DDoS space, particularly with Imperva going private, and it looks dote several of the Cloudflare/Fastlys of the world are poised to Come out into the sunshine. So, given that environment, how is that impacting your business? Is it causing any acceleration in the traffic as a result of some of these transactions? Are you benefiting from it? Second, on the same lines, we've been hearing that Arbor is continuing to struggle. Are you seeing lucid partake gains against them? If you could give us some background on those two, I'd be appreciative.

    Roy Zisapel -- President and Chief Executive Officer

    I mediate on some of the deals -- Imperva going private and so on -- I mediate time will inform how much it disrupts their business, if at all. But, in the cloud WAF, they feel very comfortable with their solution. Doron mentioned their cloud services are growing very strong, novel customer takeout -- complete the traffic parameters, I think, are at record highs in this business. I mentioned the analytics. I mediate it's a considerable addition, very differentiated, really taking thousands of events that you get, protecting your web application, and really provides you with a lucid view of the top 10 or 20 storm campaigns you requisite to watch. So, those capabilities are highly disruptive to the pass customers today employ and consume WAF capabilities, and they mediate they just requisite to continue to execute. They Have now Cisco and Checkpoint carrying it as well. They just requisite to continue with their plan, and I mediate they will accomplish very well.

    Regarding the DDoS Enterprise and the DDoS Carrier space, they accomplish believe if that trend continues, then they are taking partake from Arbor, and my parameter for that is their entrance into accounts that Arbor was the incumbent and we'd never been there in the Carrier space, and that trend continues. Every quarter, there's several novel wins for us, we're penetrating these customers, and once we're in, obviously, we're looking to become -- if we're not the prime, to become the prime, and definitely select the capacity additions. So, across the securities business, they feel very well positioned.

    Alex Henderson -- Needham and Company -- Managing Director

    You fabricate a split between SaaS customers that are not providing WAF as a service, but using it as a technology for them, or DDoS as protection for their own application that they're delivering to the customer, and the cloud service players that are using WAF and DDoS services and reselling that as a service. If you were to select the two of those and aggregate them, are they in a solid double-digit portion of your revenues from those two categories as a sole unit?

    Roy Zisapel -- President and Chief Executive Officer

    I don't want to rupture that, but if you survey at my remarks, I mentioned the three seven-digit deals in the segment. Maybe those are not the only deals we've done, so I mediate you can trap the magnitude of the numbers we're doing there.

    Alex Henderson -- Needham and Company -- Managing Director

    And then, one more question. Back on the Cisco situation, you sound dote you're considerably more optimistic and less frustrated with the long timeline. Have they seen any meaningful revenues yet, and can you talk about whether it's bigger than a breadbox at some point down the line? How should they be thinking about actually getting some revenue in, and some profitability in, and some raw margin impact in?

    Roy Zisapel -- President and Chief Executive Officer

    I don't want to speak about the exact numbers, but are more optimistic. I mediate they're starting to be much more vocal and visible in the firewall market. I mediate they started it in their novel fiscal year in July. And, they definitely survey more field activity of their salesforce around firepower and refresh campaigns for the firewalls, and as a result, much more tryst with us. So, they are optimistic, the traffic trends are honorable from booking to pipeline to meetings and so on, and their forecast is for that traffic to grow significantly.

    Alex Henderson -- Needham and Company -- Managing Director

    One last question, if I could. So, it seems pretty lucid to me that there's an entertaining confluence coming down the pike with 5G really driving significant improvements in EDGE capacities, and simultaneously, with the Internet of Things coming on strong, can you talk a cramped bit about how that impacts EDGE compute and how that then impacts demand for DDoS, demand for WAF services, and the like?

    Roy Zisapel -- President and Chief Executive Officer

    I mediate around 5G and the novel employ cases it enables, there are many, many security opportunities. There are opportunities to protect the network itself, from the EPC to the EDGE cloud and so on, so that's around the providers itself. The magnitude of this security problem is significantly higher given the amount of these novel types of data centers that are popping up across the network. So, you're talking hundreds or thousands of little data centers that requisite security.

    Then, across the employ case of IoT, there are total sets of novel security issues, from DDoS to web security to anti-bot and so on, and those can be toward the provider as well as to the conclude customer. So, we're seeing a magnitude -- it's early on. We're seeing a magnitude of opportunities. They mediate they are well-positioned given their Nokia relationship, and their Cisco relationship, and other relationships that they are investing in, and they mediate that would be a growth opportunity. I don't mediate it's a 2019, but it's definitely very stalwart on their radar in R&D.

    Alex Henderson -- Needham and Company -- Managing Director

    So, one last question, if I could. Looking at the Akamai results, they talk a lot about the top five customers in the CDN space pushing out into the edge, and they actually rupture out the decline in that business, which I mediate is down to 6% of their revenues from tall double digits over the last couple of years, and then, very stalwart growth in the ease of the market, which is growing 15-20% clip for them. Clearly, as Google and Amazon and people dote that start pushing out to doing CDN at the edge, they requisite a lot of these services. Can you talk about whether they're using their traditional, more white-label-oriented approach to it, or are these customers that become opportunities for you guys, and Have you had any luck cracking them? They seem to be becoming a more necessary piece in the CDN space.

    Roy Zisapel -- President and Chief Executive Officer

    I don't want to fade into the specifics of these specific customers, and CDN by itself is not moreover their prime focus. However, some of those mega players are starting to survey security problems that require a more specialized approach, and I mediate they're becoming much more open to confederate with specialized vendors than before. So, I mediate there's opportunities around the total spectrum. It's being driven by the complexity of the attacks, by the frequency, by the evolution of the actors, by the fact that the sponsors are starting from government baddies, to fiscal crime, to activists, and it's arduous even for the strongest company out there to accomplish it alone against these forces. So, I mediate there's many opportunities. Especially as they develop more advanced algorithms, more machine learning, more analytics, the value that they bring is becoming very differentiated.

    Great. Thanks for taking the questions. Just to fade back a cramped bit to the OEM questions, I know you don't want to trap specific on Cisco, but if they had Cisco and Checkpoint and your novel OEM that you're recognizing revenue -- if they Put that together as a bucket, is OEM revenue over 10% of revenue?

    Roy Zisapel -- President and Chief Executive Officer

    We're not breaking this number, unfortunately.

    Mark Kelleher -- D.A. Davidson and Company -- Analyst

    Okay. How about deferred -- sorry, how about last quarter, you told us about 60% of revenue was coming from annuity-based offerings? What's your view now as to your percent of revenue that you Have that ilk of visibility on?

    Doron Abramovitch -- Chief fiscal Officer

    Hi, Mark. So, I mentioned it's above 60% and growing. last year, it was 56%, before that, 48%. So, I believe that the 60% is something that you can rely on in the next few quarters.

    Okay. And, is there any 10% customers in the quarter?

    Doron Abramovitch -- Chief fiscal Officer

    We don't rupture it as well. The reply is no, but they don't rupture customers dote this.

    No 10%, OK. And, you're generating some honorable cash. Any thoughts on uses of cash?

    Roy Zisapel -- President and Chief Executive Officer

    Yeah. They continue to survey for acquisitions in the market to broaden their portfolio. We're working very actively on that, and they will obviously counsel you when they Come to a conclusion.

    Hi, thanks for taking my question. I just had a question on accelerating growth. So, 11% top-line growth on the back of a tough comp is pretty impressive. As security -- which I believe is growing a bit faster than legacy traffic -- becomes a larger partake of the business, accomplish you survey any potential for revenue acceleration? accomplish you survey any upside to the 9% long-term target?

    Okay. And then, just in terms of raw margin expansion, over the next few quarters and years, how much of that accomplish you await to Come from capacity utilization in the cloud in terms of scrubbing capacity?

    Roy Zisapel -- President and Chief Executive Officer

    We continue to build rapid their cloud infrastructure. Some of their very large customers require data centers in their country. As the contracts are growing and capacity is growing, we're adding capacity across the world. So, they are not yet at the point that I can inform you buildout is finished, and now it's just the utilization. However, as I mentioned in the raw margin point, when they sell more and more services on the same node, obviously -- even if they requisite to add capacity, obviously, their raw margins there are improving. So, we're definitely in buildout still. They are bringing -- as I mentioned in my notes -- novel cloud security services to market, and we're structure infrastructure for them as well. So, we're very energetic soundless on that end.

    Okay, perfect. And then, last question for me: In terms of your OEM partnerships with the likes of Checkpoint, Cisco, Nokia, and the novel one you announced, how would you rank those in terms of order of importance?     We continue to be energetic with them on specific carrier RFPs across the world, and there's continued wins, and I mediate broadening the customers we're serving. They're one of their key ways to penetrate novel Carrier accounts, following on the question about Arbor and so on. They're very effectual in helping us penetrating these customers because Arbor is the incumbent, but they Come with very trusted partners, dote Cisco or Nokia, to the account, and that allows us more easily to focus the discussion on the technology benefits they bring.     We meet to nominate a candidate and pass a platform at a moment of measureless national opportunity. A novel century beckons, and Americans are more than equal to its challenges.     Just when America should be demonstrating anew the dynamic power of economic freedom, they Have an administration working against both history and public opinion to expand the attain and affliction of government. Just when Americans are reasserting their deepest values, they Have an administration locked into the counterculture battles of its youth.

    Americans are prerogative to whine they are on the wrong track. Their prestige in the world is declining. Economic growth here at home is anemic. Their society grows more violent and less decent. The only pass the Clinton administration can magnify its questionable accomplishments is to lower their expectations.     We asked for change. They worked for reform. They offered cooperation and consensus. Now, the asking is over. The Clinton administration cannot be reinvented, it must be replaced.

    Republicans accomplish not duplicate or fabricate or counterfeit a vision for the land they love. With their fellow citizens, they avow the present power of timeless truths.

    This is what they want for America: true prosperity that reaches beyond the stock market to every family, little traffic and worker. An economy expanding as rapid as American enterprise and creativity will carry it, free from unnecessary taxes, regulation and litigation.

    This is what they want for America: the restoration of self-government by breaking Washington's monopoly on power. The American people want their country back. They will serve them to regain it.

    This too they want for America: virtuous clarity in their culture and ethical leadership in the White House. They offer America, not a harsh moralism, but their hearty conviction that the values they hold in their hearts determine the success of their lives and the shape of their society. It matters greatly that their leaders reflect and communicate those values, not undermine or mock them.

    The diversity of their nation is reflected in this platform. They demand for the champion and participation of complete who substantially partake their agenda. In one pass or another, every Republican is a dissenter. At the same time, they are not morally indifferent. In this, as in many things, Lincoln is their model.     We are the party of America's earners, savers, and taxpayers - the people who travail hard, select risks and build a better future for their families and their communities. Their party believes that they can best ameliorate the benchmark of live in America by empowering the American people to act in their own behalf by:

  • cutting the near-record tax affliction on Americans
  • reducing government spending and its size, while balancing the budget
  • creating jobs
  • using the benefits of science, technology and innovations to ameliorate both their lives and their competitiveness in the global economy
  • dramatically increasing the number of families who can own their own home; and
  • unleashing the competitiveness and will to win of individual Americans on the world trade scene with free but dispassionate trade.
  • That's not wishful thinking; it's what we, the American people, used to select for granted before the growth of expansive government began to shadow their days and smother their hopes. In the 1980s - when they lop taxes, restrained regulation, and reduced government spending as a partake of the nation's economy - prosperity made a comeback. Jobs were created, incomes rose and poverty fell for seven straight years. Then the Democrat-controlled Congress forced the tax hikes of 1990 and jammed through Bill Clinton's tax bill of 1993.

    Since then, Clintonomics has produced an economy that is squeezing the middle class between tall taxes and low growth. The astounding fact is that they were growing 50% faster in 1992, when Bill Clinton described the economy as the worst in five decades. We've managed to avoid a recession only because the Republican Congress Put the brakes on Bill Clinton's rush to ruin by substantially reducing government spending over the last two years. But they cannot fade on dote this. For millions of families, the American Dream is fading. Their goal is to revive it, renew it, and extend it to complete who attain for it.

    Our formula for growth, opportunity, and a better family life is simple: trust the people, lop their taxes, scale back the size and scope of government, foster job creation, and trap out of the way. We've done it before, they can accomplish it again.

    Tax Relief for Economic Growth

    American families are suffering from the twin burdens of stagnant incomes and near-record taxes. This is the key understanding of middle-class anxiety. It is why people feel they are working harder, but falling further behind; why they care the current generation will not be as successful as the last generation; why they believe their children will be worse off; and why they feel so anxious about their own economic future.

    After averaging 1.7 percent growth annually during the expansion following the 1981 tax cut, family incomes Have failed to grow at complete under Bill Clinton. Since 1990, families Have actually lost much of the ground they gained during the low-tax, high-growth 1980s.

    Anemic economic growth under Bill Clinton is largely answerable for this lost ground. The current economic expansion has not only failed to compare to the growth seen in the decade preceding his administration, it is the slowest recovery in the last 100 years. Since 1992, the economy has grown by only 2.4 percent per year, compared to 3.2 percent in the previous 10 years and 3.9 percent between 1983 and 1989.

    Bill Clinton has demonstrated that he fails to understand the role extravagant tax burdens play on the economy and family incomes. In the first year of his administration, he pushed through the largest tax extend in history, raising taxes on families, senior citizens, and little businesses. Confronted with Republican attempts to lop family and traffic taxes, he vetoed the 1995 Balanced Budget Act which included the $500 per child tax credit as well as incentives to extend savings, economic growth and job creation.

    The Clinton tax extend has produced the second-highest tax affliction in American history. Federal tax collections now consume more than one-fifth of their total economic output. Federal, state, and local taxes select more than 38 cents out of every dollar the American family earns. The federal tax affliction alone is now approaching a record 25 percent of family income.

    American families deserve better. They should be allowed to maintain more of their hard-earned money so they can spend on their priorities, as opposed to sending ever-increasing amounts to Washington to be spent on the priorities of federal bureaucrats.

    In response to this unprecedented affliction confronting America, they champion an across-the-board, 15-percent tax lop to marginal tax rates. Fifteen percent represents the total extend in the federal tax affliction since Bill Clinton took office, and they believe such a lop should be the first step towards reducing overall tax burdens while promoting the economic growth that will raise family incomes and their overall benchmark of living.

    Another drag on family finances has been government's failure to maintain the personal and relative exemption at historic levels. If the personal and relative exemption that was $600 in 1950 had kept pace with inflation, it would be $3,800 rather than the current $2,500. That is why Republicans Have made the $500-per-child family tax credit one of the primary features of their tax lop package.

    Job creation and increasing family incomes depend on economic growth, and a precondition for economic growth is a hale rate of saving and investment. Nevertheless, Bill Clinton vetoed Republican bills to provide these incentives, including expanded and more generous IRAs - and novel spousal IRAs - which could be used for health care, education, and home-buying. As a result, today's personal savings rate is less than half what it was two decades ago. Republicans champion expansion of IRAs and the establishment of spousal IRAs to encourage savings and investment.

    Bill Clinton moreover vetoed provisions to reduce the capital gains tax rate. extravagant taxes on investment cripple the American economy and slay American jobs by increasing the cost of capital, locking in resources, and stifling little traffic growth and entrepreneurial activity. Largely because of these extravagant taxes, American businesses countenance a competitive detriment with respect to their major trading partners, hurting their capacity to export products abroad and create jobs. To remove impediments to job creation and economic growth, they champion reducing the top tax rate on capital gains by 50 percent.

    In 1993, Bill Clinton raised taxes on millions of middle-class retirees by dramatically increasing the income tax on convivial Security benefits. This targeted storm on the economic security of their venerable was unfair and misguided. Republicans believe that this Clinton initiative must be repealed.

    These proposals making the current tax code fairer and less demanding should be viewed as an interim step towards comprehensive tax reform. The current tax code is ridiculously complicated and unfair. It is moreover an unnecessary drag on the economy. At a time when traffic investment plans are greatly diminished and savings rates are unacceptably low, they must reform their tax system to remove existing artificial, government-induced warp against saving and investment.

    To that end, they firmly commit to a tax code for the 21st century that will raise revenue sufficient for a smaller, more effectual and less wasteful government without increasing the national debt. That novel tax system must be flatter, fairer, and simpler, with a minimum of exclusions from its coverage, and one set of rules applying to all. It must be simple enough to be understood by complete and enforced by few, with a low-cost of compliance which replaces the current stack of endless forms with a calculation which can be performed on the back of a postcard.

    It must expand the economy and extend occasion by rewarding initiative and arduous work. It must foster job creation and conclude warp against saving. It must promote personal liberty and innovation. It must accomplish complete this in order to boost wages and raise live standards for complete of America's working families.

    A simple, dispassionate tax system that is pro-growth and pro-family will not requisite today's demanding IRS. That agency has become a nightmare for law-abiding taxpayers. It must be dramatically downsized - with resources going to more necessary efforts dote drug enforcement - and made less intrusive.

    To protect the American people from those who would undo their forthcoming victory over expansive government, they champion legislation requiring a super-majority vote in both houses of Congress to raise taxes.

    We moreover champion a government that keeps its word. Retroactive taxation, dote Bill Clinton's infamous 1993 tax hike, breaks that word. They pledge a legislative or constitutional remedy to prohibit its repetition. Because of their vital role in fostering charity and patriotism, they resist taxing devout and fraternal benefit societies. They will not tolerate attempts to impose taxes by federal judges.

    Balancing the Budget and Reducing Spending

    "We didn't dig ourselves into a $5 trillion debt because the American people are undertaxed. They got that $5 trillion debt because government overspends."

    Raising tax rates is the wrong pass to equilibrium the budget. It enables the Clinton tax addicts to wastefully spend the public's money.     The Clinton Administration's tactic of using irresponsible monetary policy to hide the effects of their immoral fiscal policies leads to:

  • Higher inflation
  • Lower growth
  • Fewer jobs
  • Scarcity of capital to fund little businesses

  • transfer from the public sector services that can be provided by the private sector more efficiently and cost effectively
  • Small traffic is a constrain for mammoth progress, socially, politically, and economically.     We believe the marketplace, not bureaucrats, can determine which technologies and entrepreneurs best meet the needs of the public. American companies must employ the most advanced production technologies, telecommunications, and information management systems. Technological promote means economic growth, higher productivity, and more security. They therefore champion private-sector funding of applied research, especially in emerging technologies, and improved education in science and engineering. American workers must Have the scholarship and training to effectively utilize the capabilities of those novel systems.

    Federal science programs must emphasize basic research. The tax code must foster research and development. These policies will extend the pace of technological developments by de-emphasizing the role of government and strengthening the role of the private sector. It is not something government gives to the people, but rather something they can attain for themselves in a non-inflationary, growing economy. For most Americans, their home is their primary asset. Mortgage interest should remain deductible from the income tax.

    We applaud Republican congressional efforts to pursue federal budget policies that will result in lower interest rates. Lower interest rates will open up more housing opportunities for more Americans than any program Washington could devise.

    Republicans champion regulatory reform efforts that fabricate buying a house easy, understandable, and affordable.

    We affirm their commitment to open housing, without quotas or controls, and they sentence the Clinton Administration's misuse of dispassionate housing laws to harass citizens exercising their First Amendment rights.

    Promoting Trade and International Prosperity

    Republicans believe that the United States, as the sole superpower in the world today, has a responsibility to lead - economically, militarily, diplomatically, and morally - so that they Have a peaceful and prosperous world.

    Republicans champion free and dispassionate trade. In the American Century ahead, their country will lead in international trade. That is feasible only within the context of expanding trade, and they can accomplish it better without a Department of Commerce.

    Our country's merchandise trade deficit exploded to $175 billion in 1995 and will likely set an all-time record in 1996, siphoning American wealth into the hands of foreigners. Trade deficits with complete their major trading partners were worse in 1995 than in 1992. With China alone, the deficit more than doubled to $35 billion in the last three and a half years. With Japan, Bill Clinton announced a progression of hollow agreements that Have done cramped to ameliorate market access.     We are the party of small, answerable and efficient government, joining their neighbors in cities and counties, rather than far bureaucrats, to build a just society and caring communities. They therefore avow the power of the American people over government, rather than the other pass around. They will eradicate made-in-Washington schemes to rig the election process under the guise of crusade reform. exact reform is indeed needed: ending taxpayer subsidies for campaigns, strengthening party structures to guard against rogue operations, requiring replete and immediate disclosure of complete contributions, and cracking down on the roundabout support, or "soft money," by which special interest groups underwrite their favored candidates.

    Cleaning Up Government

    In 1992, Bill Clinton promised "the most ethical Administration in the history of the Republic." Instead, the Clinton Administration has been rife with scandal. An unprecedented four Independent Counsels Have been appointed since the Clinton Inauguration to investigate various allegations of wrongdoing by members of this Administration. The Clinton White House has abused executive power in both the White House Travel Office firings situation and in the FBI files matter. The FBI Director said there Have been "egregious violations of privacy" in the gathering of FBI files of officials who worked in the White House under Republican administrations. They believe that misuse of law enforcement authorities for partisan political ends is no trifling matter. Such abuses strike at the heart of the relationship between citizen and government and undermine the rule of law and self-confidence in their leaders.

    Scandals in government are not limited to feasible criminal violations. The public trust is violated when taxpayers money is treated as a slush fund for special interest groups who resist urgently needed reforms. For example, the Democrats Have denied school vouchers for poverty-stricken children in the nation's capital at the demand of special interest unions. They Have blocked urgently needed legal reforms at the command of the trial lawyers, now the biggest source of revenue for the Democrat party. They Have rejected reforms to ameliorate the workplace to tickle union bosses who committed $35 million to aid the Clinton reelection effort.

    It is time to restore honor and integrity to government. They pose to:

  • revoke pension rights of public officials who Have been convicted of crimes;
  • strengthen citizen privacy laws and reform the FBI to guard against the politicization of law enforcement that they Have seen by the Clinton White House;
  • refuse to allow special interest groups to shroud innovative solutions for the poverty-stricken or to shroud workplace or legal reforms that would serve complete working Americans; and
  • recruit for public service, at complete levels, men and women of integrity and tall ethical standards.
  • We will conclude welfare for lobbyists. Every year, the federal government gives away billions of dollars in grants. Much of that money goes to interest groups which engage in political activity and issue advocacy at the taxpayers' expense. This is an intolerable misuse of the public's money. A Republican Congress will enact legislation, currently blocked by Bill Clinton's congressional allies, to fabricate groups select between grants and lobbying.

    We will establish verisimilitude in Testimony, requiring organizations which receive government funds and testify before Congress to disclose those funds. Their "Let America Know" legislation will constrain public disclosure of complete taxpayer subsidies and lobbying by groups seeking grants. They will permit "private attorney general" lawsuits against federal grantees to ensure better enforcement of anti-lobbying restrictions. A Republican administration will impose accountability on grantees, to disclose what the public is getting for its money, and will conclude the process of automatic concede renewal. They will halt the funding of frivolous and politicized research grants.

    Streamlining Government

    Republicans believe they can streamline government and fabricate it more effectual through competition and privatization. They resist the employ of taxpayer funds to provide a competitive advantage for government agencies seeking to compete with private firms in the free market.

    Restoring Justice to the Courts

    The American people Have lost faith in their courts, and for honorable reason. Some members of the federal judiciary threaten the safety, the values, and the liberty of law-abiding citizens.

They free vicious criminals, coddle felons in prison, frivolously overturn situation laws enacted by citizen referenda, and abdicate the responsibility of providing meaningful review of administrative decisions.

Despite bipartisan congressional efforts to enact legal reforms, Bill Clinton vetoed such legislation at the behest of his fiscal friends: the trial lawyers. A Republican president will symptom that bill, and more. They encourage situation governments to adopt reforms similar to those they pose to restore fairness to the federal system:

  • strengthen judicial sanctions for lawsuits that are substantially without merit, thereby hitting unethical lawyers in their pocketbooks;
  • apply the Racketeer Influenced and debauch Organizations law (RICO) as originally intended, to criminal proceedings, not civil litigation;
  • award punitive damages on a dispassionate and reasonable basis after lucid proof of wrongdoing, with limits that dishearten opportunistic litigation.   • increase sanctions for abuses of the discovery process used to intimidate opponents and drive up the costs of litigation;
  • reform medical malpractice to reduce health care costs and maintain doctors practicing in faultfinding areas dote obstetrics;
  • eliminate the employ of "junk science" by opportunistic attorneys by requiring courts to verify that the science of those called as expert witnesses is reasonably acceptable within the scientific community, and ban the exercise of making their fees conditional upon a favorable verdict. This action will reduce the exercise of so-called hired-gun "experts" who fabricate up theories to happy the facts of the case in which they are testifying;
  • eliminate joint and several liability in order to ensure that answerable parties pay their "fair share" in proportion to their degree of fault; and
