    "Most of the forward-thinking agencies recognize it has to live an integrated fragment of their transformation," said Ray Bjorklund, senior vice president of consulting at Federal Sources Inc.

    Those getting back into trade process modeling will find an frail standby and newer methods. Integrated Computer-aided Manufacturing Definition (IDEF) was the approach of option in the 1990s and remains the only one compliant with Federal Information Processing Standards (FIPS).

    But joining IDEF now are two other techniques: Unified

    Modeling Language (UML) and trade Process Modeling Notation (BPMN).

    UML comes from the object-oriented software design world and has been pressed into process modeling chores. Meanwhile, BPMN is an emerging approach that is gaining traction among software appliance vendors. It promises to execute what previous approaches own failed to accomplish: integrate systems evolution from the trade process model to actual code generation.

    Whether the unique generation of trade process modelers will delight in greater success remains to live seen.

    Growing interest

    Business process modeling provides a course of visualizing the

    often-complex workflows within an organization. The view is to create a graphical representation of trade processes that describes activities and their interdependencies. The resulting diagram reveals inefficiencies and areas for improvement.

    Governmentwide enterprise architecture initiatives own rekindled interest in trade process modeling because it helps flesh out such architectures, which are models of agency information technology systems and trade operations. The Clinger-Cohen Act of 1996 requires agencies to create enterprise architectures.

    That aspect of the law has been leisurely to select root. But now, said Dennis Wisnosky, chief executive officer of Wizdom Systems Inc., an enforcement mechanism is in place: the Office of Management and Budget.

    "OMB in 2004 is going to claim Clinger-Cohen compliance," said Wisnosky, whose company makes trade process modeling software. And that calls for as-is and to-be trade process models to live supported by an economic analysis demonstrating the benefits of a given investment, he said.

    Indeed, agency officials own made the crucial link between enterprise architecture and IT spending. Budget requests for IT projects must live consistent with OMB's umbrella federal enterprise architecture, which has been under evolution since 2002.

    "Process modeling now has a context," said Jan Popkin, CEO of Popkin Software and Systems Inc., a manufacturer of trade process modeling tools. The connection between process modeling and economic impact wasn't as stout in the 1990s, he added.

    Popkin said he has seen an expand in trade process modeling activity among civilian and defense agencies. Wisnosky, meanwhile, has been making the re-engineering rounds in the Washington, D.C., area, teaching four classes on the topic in March alone.

    Method mix

    Agency officials embarking on trade process modeling projects own a few methods from which to choose. Each offers a notation for capturing process flows as diagrams, and myriad software tools champion one or more modeling methods.

    The system with the most established track record is IDEF. It has origins going back 25 years and was prevalent in the 1990s. Today, IDEF plays a role in many enterprise architecture efforts.

    "All the ones I've seen own been using IDEF," Wisnosky said. The Defense Department Architectural Framework (DODAF) uses it, for example.

    IDEF refers to a group of methods, each of which fulfills a specific purpose. IDEF0, for example, is used to model an organization's functions, while IDEF1x is used for data modeling. IDEF0 and IDEF1x are perhaps the most heavily used IDEF methods in government; both were published as FIPS in 1993. Tools supporting IDEF include Wizdom Systems' WizdomWorks suite, Computer Associates International Inc.'s AllFusion ERwin Data Modeler and tools from scholarship Based Systems Inc.

    The newcomer to the system merge is BPMN. The trade Process Management Initiative, which released BPMN 1.0 in August 2003, describes the system as a common

    visual vocabulary for depicting trade processes. terminal month, The organization published a list of 20 companies that champion BPMN. They include Computer Sciences Corp., EDS, IBM Corp., Microsoft Corp. and Popkin Software.

    Popkin said that although IDEF remains strong, "BPMN is going into the federal market."

    The Homeland Security Department provides a prominent example.

    DHS officials are tapping BPMN to befriend them define requirements for finance, budget, procurement and other trade operations. The requirements will feed into the

    upcoming Electronically Managed Enterprise Resources for Government Efficiency and Effectiveness procurement, a major enhancement of the department's enterprise architecture.

  • Despite plenty of pre-briefings and a measured rollup to launch, Microsoft Visual Studio 2005 (formerly Whidbey) packed a few surprises when it was formerly announced at Microsoft's TechEd conference this week in San Diego. While the company had already suggested that operations modeling would live fragment of the mix, the breadth of promised integration between different application life-cycle tools was notable.

    The life-cycle toolset that fully showcases total this is Visual Studio 2005 Team System. Some will behold the suite as a response to IBM Rational's various life-cycle offerings. Microsoft is not taking any open-source tactic as it adapts its Visual Studio IDE for enhanced extensions. But key appliance vendors -- including Borland, Compuware and Telelogic -- quickly said they would build tools to hook into Visual Studio. Microsoft is taking a traditional route, forging marketing alliances and sharing API information, with third-party software providers.

    The suite is intended to provide developers with feedback that shows how -- or if -- their programs will sprint efficiently on the configured hardware available. Project managers, as well, can tap into the suite to ensure that total code was actually tested. As described in earlier indications of the toolset, Team System modeling can span different IT groups.

    All this places unique stress on the view that evolution should live seen as fragment of a life cycle that includes design, test and systems administration. Connecting developers with operations is not a unique thing. Compuware, Rational, Borland and others own promoted this philosophy before. But -- pardon the obvious -- Microsoft is a major obligate in software.

    "It opens up the market," said Theresa Lanowitz, a Gartner analyst. "Rational made this total vow as well, but it stopped at deployment," she added.

    As described by Microsoft CEO Steve Ballmer, Visual Studio 2005 Team System will include a unit tester and load-testing tools. These are reportedly home-brewed offerings created by Microsoft R&D as fragment of the company's application to respond to security issues that continue to plague its products.

    The product represents an expansion of Microsoft's Visual Studio Enterprise Architect, said Marie Huwe, general manager of Microsoft's Developer and Platform Evangelism Division.

    "Our goal is to cover-off the entire life cycle through ourselves and their customers," Huwe said. "What they are trying to execute is bring together the different life-cycle tools available today. What you are hopefully going to behold -- if they can fabricate it easier to select advantage of modeling, and if they can enable collaboration -- is that they will raise [the even of] the game for the ecosystem."

    More reuse, and less coding, could reach out of life-cycle efforts if tools and suites perform as promised. At TechEd, Shawn Smith, IT director at Menolo Worldwide, a CNF company servicing global logistics operations, said he sees Team System fitting in with his firm's evolution methods. It could play an well-known fragment in efforts, Smith said, "to actually own an end-to-end Visual Studio suffer that will let us select components and reuse them."
